The New California Prosperity Plan will:
- Build solar panel factories in California owned by the people, & Install solar panels on 10 million California homes.
- Each of our homes equipped with solar panels can produce $200 worth of surplus energy per month.
- Harvest and sell the surplus energy, creating a profit of two Billion dollars per month for California.
- Apply the 24 Billion dollars per year to programs benefitting California.
- Desalination of ocean water to procure free water supply for Californians and harvest surplus water for sale to other states.
- A New State of the art California Healthcare system that eliminates the Insurance companies.
- Preservation and Environmental Protection of our Land, Water and Air
- Replacing Fossil Fuels with Clean, Alternative Energy.
Our state is teetering on the brink of disaster. We no longer have time for the stale, business as usual thinking which has bankrupted California socially and financially.
Richard Aguirre will give Californians Financial Independence. He will put Californians back to work by restructuring our state’s energy infrastructure, constructing statewide rapid transit, and building water desalination plants to make California more independent and less dependent on corporations, big business politicians and Wall Street.
Many Californians are facing what may be the worst economic decline in California history. With jobs being lost and a record deficit, Californians are being held hostage to the old guard party politics.

Californians pay the highest rates in the country. Every month our hard earned wages go to privately owned energy companies which have been making record profits off the backs of Californians for decades. As Governor, I will create the California Electric Company, a self-sufficient clean energy revenue generator which will be owned fully by Californians.

It is time for the healthcare industry to stop making extreme profits from the medical hardships of California residents. A system in which all Californians have access to affordable health care is long overdue. One of my top priorities is to create a Universal Single Payer healthcare system. Only then will we have doctors and hospitals who work in the best interests of their patients and not the special interests of the pharmaceutical industry and insurance companies.
- Build not for profit, state hospitals in each major city.
- Create not for profit pharmaceutical manufacturers and medical supplies.
- Release the University of California research labs from the pharmaceutical companies and redirect their focus back to true research.
- A state healthcare plan at $50 a month for all Californians.
- With 40 million Californians paying $50 a month, there will be two billion dollars per month to build and maintain the system.
- Creation of new jobs.
 The era of the transportation industry being driven by fossil fuels is coming to an end. The days of $5 per gallon and more are nearer than we think. California must rebuild its current mass transit system if we are to survive the rising cost of fossil fuels. - High speed rail systems between major cities
- Connecting light rail systems throughout rural areas and towns.
- Partner with automotive companies to make electric solar cars.
- Reduction of traffic and air pollution, creating a greener, more sustainable California.
- Creation of new jobs.
California needs to shift to a system free of landfill where all items will be recycled, reused and sold. Currently, companies are allowed to separate the valuable materials and put the less valuable into landfills, contaminating the soil and water table.  This program will employ Californians, generate revenue from the recycled materials, and clean up landfills currently polluting our environment. - A state wide system which dismantles, separates and recycles all garbage.
- Glass, paper and metals will be collected and sold to a raw materials companies.
- Plastics will be processed into a fine powder which will be additive for concrete used in building state buildings and work projects.
- Batteries will be drained and the fluids treated and reused.
- Wood will be converted into composite wood products and used for public work projects.
- Foam materials will be processed into carpet padding and the like for state buildings.
- Creation of a diaper made of a rice product which easily dissolves. Eliminating the current disposable diapers will rid California of the need for landfills which contaminate the environment.
- Food waste will be composted and sold to California farmers.
- Reclamation and clean up of toxic landfills.
With the "New California Prosperity Plan" and the profits that it is going to be bringing into the state of California, within four years California will have the funds to start to address the real environmental issues that are effecting not only California but the entire world. The Oceans are Being poisoned with plastic, they are in serious danger of becoming completely saturated with a plastic soup that is killing off all the life in the ocean. With the reliance of California on the ocean for food, water, tourism and recreation, we need to become the world leader in protecting our natural resources.
The New California Environment Plan will clean up the Islands of Plastic that are floating in the Pacific Ocean. The Plan will take commercial fishing vessels and collect the plastic with fishing "Tuna" Nets. The plastic will be processed into a fine powder which will be additive for concrete used in building state buildings and work projects.
"The New California Prosperity Plan" will rebuild the economy of California, and will allow "The New California Environment Plan" to make Californians world environmental leaders, administering the kind of leadership that will become the example for the rest of world to follow.

California's water supply is under constant threat from seasonal droughts, relying on corporations which own the water rights in California and fluctuating water sources from outside the state. In the not so distant future, we will see “water wars” if we don't do something now.
As Governor, I will implement the construction of a Statewide Desalination System to erase those threats and to create a source of revenue.
- The People owned, solar powered desalination plants built near Eureka, Oakland, San Francisco, Monterey, Santa Barbara, Los Angeles, and San Diego.
- Procure free water for all Californians and harvest surplus water for sale to Nevada, Arizona & New Mexico.
- Surplus water sales to Neva
da, Arizona & New Mexico will profit billions of dollars per month for the "New California Prosperity Plan"
- Link the plants to the inland cities through the existing water system.
- Environmentally placed to have a positive impact on the marine environment. Using just onshore wells to eliminate organism intake.
- Salt by-product will be sold to the commercial market, bringing additional revenue to California.
- Creation of new jobs to build the plants and run the system.
- Freedom from threat of drought or Earthquakes that would destroy our water supply.
Currently, many parents are burdened with the cost of private schools because of the deterioration of our public education system. Yet, is it fair that only those students whose parents can afford private schools receive a decent education?
Quality Public education should be a right, not a privilege. As governor, I will restore high quality public education for all Californians. Our youth ARE our future.
- Build new schools and hire new teachers
- Create classrooms of no more than 20 students
- Consistently evaluate and upgrade the education curriculum
- Reinvigorate the Arts and Sciences
With the agricultural industry relying heavily on migrant workers, it is imperative to create a legal and workable immigration plan. As governor, I will implement a plan which benefits both employers and workers alike.
- Any person, who can prove that they have been a working for more than 5 years in California, will be granted citizenship.
- An agricultural work permit will be granted to anyone who currently has an agricultural job in California, followed by citizenship after 5 years on the work permit.
- Any person who has children born in the United States and who is living illegally in California must file for citizenship and receive it with proof of employment.
 The state will build and invest into permanent shelters for the underprivileged. These shelters will be work based and will provide a home for California's large homeless population to start to rebuild or a place to pass away with dignity. The work projects will be centered on rehabilitating the city parks thru clean up, tree planting and upkeep projects. This work will start to instill self worth and will be the beginning for the rehabilitation of thousands of homeless Californians that have no where to go except the streets. With The New California Underprivileged Citizens Plan and the building of permanent shelters for the homeless, we will see a huge increase in the quality of life in California. With the removal of the street homeless, we will see the health and cleanliness of the California move to a state of beauty that it has never seen. By taking care of our homeless we are taking care of ourselves, and thus making the state we live in a cleaner and more humane place to raise our children.
